Layer 3: Treaty & Standards Corpus
The complete corpus of space governance instruments, browsable, searchable, and AI-queryable. This is the reference library that all CSEP analytical tools draw from.
How to use it now:
  • Click any of the 5 UN space treaty cards to see key articles, ratification status, and links to UNOOSA
  • Browse 6 standards body cards (ISO TC20/SC14, CCSDS, IADC, ITU, ECSS, OASIS) with key standards listed
  • Review recent COPUOS documents in the table view with body tags (STSC, LSC, COPUOS, UNOOSA)
  • Use the UNGA Resolutions tab to browse key General Assembly resolutions on outer space
  • The source tags at the top show which databases are connected
With Judy (Production)
On Judy, the full text of every document is ingested, embedded, and semantically searchable. A diplomat can ask "show me every reference to 'continuing supervision' across all treaty instruments and national implementing legislation" and get results in seconds. Judy also monitors UNOOSA, CCSDS, and ISO databases for new publications and auto-ingests them, keeping the corpus current without manual updates. Training on ~500M tokens of governance text requires ~2,000 GPU-hours.
SO WHAT
The corpus contains the institutional memory of 60+ years of space governance. No single diplomat has read all of it. Judy has, and can find the precedent, the contradictory national law, or the forgotten working paper that changes a negotiation.
Connected Data Sources
Shows all external databases and standards body catalogs that feed into the CSEP corpus. 12 sources covering UNOOSA, ASTRO, ISO, CCSDS, IADC, ITU, ECSS, Space-Track, ESA DISCOS, and OASIS.
With Judy (Production)
All sources feed into Judy's 9 PB storage through automated ingestion pipelines. New documents, standards revisions, and treaty actions are detected and processed automatically. The system maintains a versioned corpus, compare how a standard evolved between editions or track when a nation amended its space legislation.
